RE-VALIDATING C.O.S FOR NEAR COASTAL VESSELS MS Notice No. 5/2001 Applicability The MS Notice No. 5 of 2001 is applicable to the Certificate of Service issued under Section 80 (not repealed) of the Merchant Shipping Act 1958 as amended. Certificate of Service issued under Section 80 (not repealed) of the Merchant Shipping Act 1958 as amended remains a valid document under the provisions of the Merchant Shipping Act and is valid for service onboard a vessel registered under the Act and engaged in the coasting trade of Indian including voyages on Supply Boats (OSVs, MSVs or ASVs) operating between Indian Ports and locations of Oil exploration in the Continental Shelf of India The Certificate of Service holders desiring to convert their Certificate of Service to Certificate of Competency under STCW 95 Convention may follow the procedures as described under MS Notice No. 4 of 2001 for Masters and MS Notice No. 6 of 2001 for Engineers. It is essential for an officer to have Certificate of Competency as recognized under STCW 95 for all vessel trading in international waters after 31st Jan 2002. The Indian Naval Officers and the sailors other than Certificate of Service holders desiring to appear for Certificate of Competency in accordance with MS (STCW) Rules 1998 will be required to comply with the appropriate provisions of the META Manual of the said rule. This is issued with the approval of the Director General of Shipping. In continuation of MS Notice No. 5/2001, seafarers desiring to endorse their Certificate of Service for gainful employment on board Indian ships trading in Indian waters beyond 31/01/2001 are required to complete following courses:- (a) Radar, ARPA and Navigation Simulator Courses (Formally called Radar Simulator) (b) Automatic Radar Plotting Aids (c) GMDSS (d) Ship Masters Medicare Course (e) Proficiency in Survival Craft & Rescue Boats (f) Advance Fire Fighring Course (g) Refresher & Updating Course for Masters 2. In addition to above stated courses, a candidate must also produce:- (a) Medical Fitness certificate for sea service from an approved Medical Examiner. (b) Proof of 1 year sea service during the preceding 5 year or proof of having performed functions considered to be equivalent to the seagoing service e.g. officers working in marine related jobs, such as : maritime surveyors, lecturers, superintendents, pilots etc. or having completed approved seagoing service, performing functions appropriate to the certificate held, for a period of not less than three months in supernumerary capacity, or in a lower officer rank than that for which the certificate is held. 3. On completion of above stated requirements, Certificate of Service will be endorsed for a period of 5 years from the date of endorsement certificate to be issued by the respective Mercantile Marine Departments is as per annexure 'A'.
